At the start of 2025, the Stargate project was announced. The US government, led by President Donald Trump, revealed Stargate as a US $ 500bn AI infrastructure venture co-led by OpenAI, SoftBank, Oracle and others. The plan aims to cement America’ s reign in AI innovation and create hundreds of thousands of jobs.

A few days later, the partner plans were released. OpenAI rolled out extensive plans and policies for partners interested in contributing land, power, architecture and engineering expertise. The message focused on Stargate’ s foundation needing collaboration at every level to build the infrastructure.

Then Stargate UAE launched – a plan expanding beyond US borders to the first overseas deployment under the“ OpenAI for Countries” initiative. This underlined the global scope of the project and OpenAI’ s quest to democratise AI infrastructure worldwide while harnessing partnerships in strategic regions.

In July, the Stargate Norway initiative was announced – the aim being to continue the international rollout, as OpenAI’ s first European AI data centre project. Positioned within the“ OpenAI for Countries” programme, it is part of OpenAI’ s growing commitment to spreading AI capabilities and infrastructure throughout Europe.
