Toi Wilde is the Chief Information Officer for the Missouri Department of Social Services( DSS). Combining a clinical background as a registered nurse with an MBA in healthcare administration, Toi possesses a human-centric perspective on public-sector technology. She has spent over a decade leading major electronic health record( EHR) and interoperability transformations across health systems and state departments, including the Missouri Department of Mental Health. Since joining DSS in April 2025, Toi has championed a modern, modular digital roadmap that leverages secure, intelligent automation and strategic public-private partnerships to enhance citizen experiences across Missouri.
